Emergency Management - Policy on Alternate Care Site Agreements

POLICY
The Lander Regional Hospital must designate and prepare other facilities to receive and care for its patients in the possibility that the buildings or spaces in which patient care is normally provided will be rendered unusable. 

PURPOSE
The purpose of this policy is to prepare for such an event by establishing agreements with potential alternate sites for use of designated spaces that can be prepared and staffed to provide patient care services.  The Lander Regional Hospital Emergency Management Committee will work with authorized representatives of each proposed alternate site to establish a mutual aid agreement for use of designated space to be used for provision of patient care services. The Lander Regional Hospital has established alternate care sites upon its own facility and campus as relocation for evacuation and/or staging area before relocating outside the grounds of the facility.  

Priority will be given to using space in other hospitals in the community. Second level priority will be given to using other health care facilities such as other hospitals, ambulatory care facilities, and nursing homes. The lowest priority will be given to using public or commercial buildings due to the need for transporting an extensive array of equipment and a large number of staff to the site to enable use as a patient care space.

PROCEDURE
1.The Lander Regional Hospital has recognized the following areas within the facility and/or campus to potential use as an alternate site for relocation and/or staging area for evacuation. They are as follows:

On Site
a.Ambulatory Surgical Center
b.Conference Room
c.Pine Ridge
d.Rehab Unit

Off Site
a.Lander Clinic
b.Community Center
c.Schools
d.Life Resource Center
e.Nursing Homes

2.The Lander Regional Hospital will assess potential locations and sites by using the Attachment I tool for all locations recognized as alternate care sites. Each site will have assessment of services and support through the Attachment II tool. 

3.The Lander Regional Hospital Emergency Management Committee will develop a mutual aid or agreement with authorized representatives of each potential alternate care site on located on the campus.

4.It the designated site is a hospital, the following will be included in the agreement:

a.A statement of authority for representatives of the Lander Regional Hospital and the alternate care site to initiate the implementation of the Mutual Aid Agreement.

b.The procedure for movement of patients and transfer of patient care responsibility to a physician at the receiving hospital.

c.The procedure for transfer of medical records, medications and other essential information related to the care of each patient moved.

d.The procedure for transfer of Lander Regional Hospital staff, equipment, and supplies to the receiving hospital to support on-going provision of care as required.

e.The procedure for communication with the transferred location. 

f.The responsibilities of the base hospital and receiving hospital for provision of patient services, maintenance of critical supplies, and maintenance of the designated space.

5.If the designated site is not a hospital, the following will be included in the agreement:

a.A statement of authority for representatives of the Lander Regional Hospital and the alternate care site to initiate the implementation of the Mutual Aid Agreement.

b.The procedure for accessing and securing the designated space.

c.The procedure for movement of staff, equipment, and supplies to the alternate site.

d.The procedure for preparation of the designated space for provision of patient care.

e.The procedure for movement of patients and patient care information to the designated site.

f.The procedure for communications. 

g.The responsibilities of each party for maintaining the space.

6.The Emergency Management Committee will review all agreements annually.
